Overall Purpose of Job:
  • Overall responsibility for the smooth running of the IT/systems infrastructure in the KSA Branch as well as overall management of corporate services support in the KSA Branch.
Essential Functions

Systems Responsibilities for KSA Branch:
  • Managing  the  Systems  function  with  overall  responsibility for  the  KSA  Branch’s systems support, in particular the Branch systems infrastructure, including maintenance support & planning activities. Responsible for ensuring a stable IT infrastructure is maintained in support of business operations.
  • Effective team management to ensure targets are met and the Systems team are considered to deliver above what is expected. Manage the development of the Systems team, including day-to-day activities such as team meetings, one-to-one sessions with team members, appraisals and conduct performance reviews. Recognise high-performers and be able to manage poor performance appropriately.
  • Resource management and planning to ensure smooth delivery of service to the business.
  • Proactive management of vendor relationships and their periodical reviews including the management of any appointed consultants.
  • Accountable for hardware and software administration i.e. hardware procurement & lifecycle management, software procurement management & compliance reporting.
  • Reviewing all requests for change & ensuring appropriate solutions are implemented.
  • IT  resource  planning  and  management  and  to  ensure  stable  IT  service  in collaboration with London ESO and Tokyo System Division.
  • Accountable for collaboration with ESO and other systems offices including Tokyo
  • Head Office for Core Banking application development and administration.
  • Development of operations to maintain and operate all SARIE connections and other KSA domestic systems.
  • Development and operation of onsite support functions in KSA to collaborate with 2nd 
  • 3rd  line support in ESO for Core Banking and other global applications and infrastructures. Utilise existing IT fault tracking software to provide information needed for the successfully resolution of faults and production of reports
  • With  the  support  from  Compliance  and  Legal  functions,  act  as  a  country  IT
  • representative for local regulator (SAMA) IT related communication and provide appropriate information to MUFG internal functions for the bank to comply with regulations.
  • Enforcement of IT governance and compliance controls, ensuring compliance with ISSP, SOX compliance and reporting, other associated regulatory compliance and ensuring compliance Project Management, budget and business planning for infrastructure-related projects both in terms of expense, investment and delivery.
  • Act as the conduit between KSA Branch, Dubai Branch, as the MENA hub and ESO London in terms of any global/regional critical processes such as disaster recovery.
  • Support in defining the Systems Team’s contribution to the Middle East Region’s
  • Global CSA, ORA and delivery of associated activities to ensure they are met.
  • Flexibility to undertake some reasonable travel and work outside of standard business areas (including weekends).
  • Manage  and  develop  Reports  as  required  for  ESO  and  Head  office  such  as; Information Security Ledgers, Bi-Annual Permissions Checks; Security Reviews etc
  • Being the System Owner for Grommet (IT Risk Reporting Software)
  • Development of  strong  working relationships with  colleagues across  in  the  KSA Branch as well as across the Middle East Region. Act as culture carrier for the Bank.
  • Act as the KSA Branch Systems champion for global IT initiatives and processes.
Corporate Services Responsibilities for KSA Branch

General Oversight of the following activities:
  • Office management – manage the daily operational activities of Corporate Services.
  • Production of daily weekly and monthly reports for Physical Security Systems for Management.
  • Manage Insurances for Building/s and Regulatory Insurances, Residential Insurances (Executive Management Accommodation), Vehicle Insurances and Staff Travel Insurances. Compliance Insurances provided by London BTMU in liaison with the Dubai Branch as the MENA hub
  • Office administration and budget management – ensuring the office and its equipment is maintained. Responsible for ensuring daily tasks such as delivery of mail  and courier pouches to employees is carried out effectively and in accordance with Bank guidelines.
  • Ensure local policies and procedures to be owned by Corporate Services are drafted and in place in accordance with local laws and regulations. These policies to then be refreshed on an annual basis.
  • Act as primary contact and ambassador for the Bank’s Corporate Services for KSA Branch. Act as first point of contact in the event of a security incident for KSA Branch, for BCP events and take ownership of tasks relating to  assets.
  • Support  the  MENA  Corporate  Services  team  in  delivery  of  the  global/regional framework and strive for co-ordination of investigation to allow for continuous improvement.
  • Ensure  compliance  with  the  Bank’s  processes  and  policies  regarding  Corporate Services for the KSA Branch.
  • Ensure   meet  the  regulatory/legal  responsibilities  in  relation  to  Corporate Service risks. Build and effective and working relationship with all KSA teams and departments to be aware of any new requirements and to be able to implement them correctly within requested timelines.
  • Escalation of issues with all third party suppliers, building relationships to ensure efficient delivery of service and representing the Bank in a positive light at all times. Ensure third party suppliers are audited accordingly to ensure optimum levels of service are delivered, to control risks and monitor performance.
  • Ensure  Services  Agreements  are  in  place  and  any  outsourcing  rules  (where applicable)  are  adhered  to  in  accordance  with  Head  Office  regulations  and procedures.
  • Execute effective cost-management to  ensure Corporate Services carries  out  its activities to budget and scope out cost-savings wherever possible with third party suppliers.
  • Provide  quality  Corporate  Services  reporting  as  appropriate,  including  individual country-specific reporting to Business Continuity and regional Risk Management teams on compliance with the Bank’s business continuity policies and standards. Provide support throughout Investigations of security/compliance/policy breaches as needed and as detailed by Executive Management.
  • Manage local outsourcing in compliance with SAMA and internal guidelines including periodical reporting
Education:
  • University degree or equivalent
Work Experience:

Essential
  • Experience of working in the KSA Financial sector for a multi-national company within
IT
  • Experience of IT development and administration of KSA in-country systems such as
SARIE connection
  • Previous experience of ITIL (Information Technology Information Library)
  • Previous experience of Corporate Services management
  • Previous experience of managing a team in a similar environment
  • Previous experience of managing change across a regional environment
Preferred:
  • Previous experience of Prince 2 or PMBOK– Project Management
Functional/Technical Skills and Knowledge requirements:
